Estimation methods of the quality of public utilities

Abstract

There has been suggested the quality of public utilities characterized with three coefficients like instant, partial and generalized factor. The methodology of determination of instantaneous coefficient of quality is presented; the new methods of determination of quality of services are developed in the separate parameters of potential through partial coefficients taking into account instantaneous coefficients. Considering the generalized scalar coefficient the quality of service on the whole is calculated as one number through intersection of partial coefficients that gives the possibility taking into account the quality at payment of service.
