Abstract
The task of construction of the model of agrarian community development is put forward and solved. Decomposition of the model into functional models and corresponding networks — material, financial, social, etc is performed. For separate functions of territorial structure working models taking into account the conflict of constituents are constructed. By the results of modeling the concept of balanced and optimum development is formulated.
