Determination of the Priority of Criteria in the Problem of System Analysis of the Energy Sector Restoration Plan of Ukraine, Integrating in it the Renewable Sources

Abstract
The essence and significance of each of the 8 evaluation criteria for the results of the systemic analysis of the project “Ukraine Recovery Plan: Energy” in the direction of integrating its renewable energy sources into the energy sector have been revealed. These criteria are represented as integral indicators proposed by the authors in their previous work, such as: total amount of generated active power, total amount of generated reactive power, cost of one kilowatt of generated active power, cost of one kilovolt-ampere of generated reactive power, total losses of active power during transmission from generation sources to consumers, quality of generated power, reliability of the power system, and resilience of the power system. It has been determined which of these 8 criteria need to be used as optimization criteria and which ones need to be included in the set of constraints when solving the multi-criteria optimization problem of the project “Ukraine Recovery Plan: Energy” in the direction of integrating its renewable energy sources into the energy sector. Using fuzzy set theory and linguistic variables with specification in the form of the Bellman–Zadeh procedure and the Saaty pairwise comparison matrix of options generalized in the methodology proposed by Ukrainian professor Sergiy Shtovba, the weight of each criterion to be used in solving the multi-criteria optimization problem of the project “Ukraine Recovery Plan: Energy” in the direction of integrating its renewable energy sources into the energy sector has been determined. A computer program has been developed in Python language that automates the process of determining the weight and, consequently, the priority of each criterion in solving the multi-criteria optimization problem of the project “Ukraine Recovery Plan: Energy” in the direction of integrating its renewable energy sources into the energy sector.
