On one of the Approaches to System Planning of University Development on a Basis of the Fuzzy Multicriteria Optimization

Abstract
Using the method of fuzzy multicriteria optimization, set out in the works of professor S. D. Shtovba, based on the Bellman-Zade scheme, built using the matrix of pairwise comparisons Saati and the algorithm for concentrating membership functions, proposed by Zimmerman, searched for a variant of the plan of optimal development of the university in field of five priority optimization criteria, one of which characterizes the receipt of funds to the university, additional to budget funding, the other two characterize the scientific achievements of faculty and the quality of implementation of the ideology of dual education in the educational process, and two characterize the quality of the educational process offline and online. The variant of priority of the selected criteria is offered and on the fuzzy set of their optimum values the best variant of the plan of development of university which will promote stable increase from year to year of its image is defined. It is shown that in case of another priority of the selected criteria the best may be another development option, as another option of university development may be if the already proposed criteria of fuzzy optimization will be added some additional criteria that will characterize some other parameters of the university, are not taken into account when solving the problem of finding the optimal plan for the development of the university in the field of selected criteria. The proposed approach to the systematic planning of university development on the basis of a fuzzy version of multicriteria optimization allows in the process of implementing the synthesized plan to adapt it in case of achievement of certain intermediate goals. To implement the approach, a Python computing program is proposed.
