This paper proposes an improved methodology for the construction of a universal information-measuring system of operational environmental monitoring with the use of mobile devices and vehicles, which can be quickly adapted to the given conditions and indicators of environmental conditions and factors of its pollution. It uses modern information technology for data processing (web- and GIS-technologies). According to this methodology, the authors created a real system and its successful test conducted in Vinnytsia city.
