To the problem of external independent evaluation of knowledge quality

Abstract

The paper analyses the preconditions for introduction of external independent testing, its advantages and disadvantages. There had been suggested the new approach to the formation of first year students contingent by means of rating formation of each applicant with the considered accounting for scores of independent external testing, average score of school leave certificate and additional scores for Olympiads winnings with the right of fixing the weight factors by the higher educational institution, depending on its specifics.
